1a. 作“存在”讲， prevail 这个动词本身已含有“持续”的义蕴；因此，即使没有加饰 still 这一副词，也不宜用于进行时态。
例如：
An excellent situation now prevails throughout the world. 现在世界形势一片大好。
In the U. N. there still prevails the very serious phenomenonof discussion without a dicision and decision without imple-
mentation. 在联合国里仍存在一种议而不决，决而不行的严重现象。
1b. 作“蔓延”或“流行”讲，动词 prevail 可以用于进行时态，但加饰了 still 这个副词，那就毋需用于进行时态了。
例如：
The plague is prevailing in these parts. 在这些地区瘟疫蔓延。
This custom still prevails among some tribes. 这种风俗在有些部落中依旧盛行。
