这两个短语动词不一定同义： talk to 作“向……讲话”讲，含有“训话”的意思； talk with 则是“同……讲话”的意思，没有这个含义。
例如：
These children need to be talked to, I'm afraid. 恐怕需要向这些孩子讲一讲了。
There is an important matter I want to talk （ about ） with you. 有一件重要的事想同你谈谈。
比较：
The officer talked to his men. 这个军官向战士们讲话。（是以上级的身份讲话）
