These adverbs have a similar meaning when they are used in front of adjectives. For example, you can emphasize that something is very useful by saying that it is especially useful or specially useful.

When especially and specially are not used in front of adjectives, their meanings are different.

You use especially to indicate that what you are saying applies more to one thing or situation than to others.

When especially relates to the subject of a sentence, you put it immediately after the subject.
Children's bones, especially, are very sensitive to radiation.

You use specially to say that something is done or made for a particular purpose.
