If something always happens in particular circumstances, it is certain to happen in those circumstances. If something has always been the case, there has never been a time when it was not the case.

When always has one of these meanings, it is used with a verb in a non-continuous tense. If there is no auxiliary, always goes in front of the verb, unless the verb is 'be'.
Talking to Harold always cheered her up.
A man always remembers his first love.

If the verb is 'be', you usually put always after it.
She was always in a hurry.
There is always someone to lift the baby up.

If there is an auxiliary, you usually put always after it.
I've always been very careful.
He's always been so kind to us all.

If there is more than one auxiliary, you usually put always after the first one.
Zoe has always been allowed to choose what she wanted to eat.

If you say that something is always happening, you mean that it happens often and repeatedly and that this is annoying or surprising. When you use always like this, you use it with a verb in a continuous tense.
Uncle Harold was always fussing and worrying.
The bed was always collapsing.


WARNING


You do not use always in comparisons, negative sentences, or questions to mean 'at any time in the past' or 'at any time in the future'. Instead you use ever. For example, you do not say 'They got on better than always before'. You say 'They got on better than ever before'.

Neither of us would ever again get a job in films.
