在构成介词短语时，前者要用 without 来引导，后者要用 with 来引导（参见词目 356 ）。这是习惯用法使然，没有规则可循。
例如：
Without fail the blood debt owned by that country to uswill be paid. 那个国家欠下我们的血债一定要偿还。（不说 Without failure …）
The talk of “ d é tente ” has met with failure. 这次“缓和”谈判已遭到失败。（不说… with fail ）
