表达否定，这两个合成助动词可以通用，只是 cannot 多少含有主观原因，而 fail to 未必有此含义（参见词条 P.261 ）。
比较：
The people's delegation of that country cannot come. 那个国家的人民代表团不能来。（是由于主观的原因）
The people's delegation of that country fails to come. 那个国家的人民代表团没有来成。（也许政府不允许他们来）
