However, you only use occur to talk about events which are not planned.

Occur is a fairly formal word. In conversation, you usually say that an event happens.
You might have noticed what happened on Tuesday.
A curious thing has happened.

You do not say that a planned event 'occurs' or 'happens'. You say that it takes place.
The first meeting of this committee took place on 9 January.
These lessons took place twice a week.

You do not use 'occur to' to say that someone is affected by an event. You do not say, for example, 'I wonder what's occurred to Jane'. You say 'I wonder what's happened to Jane'.
She no longer cared what happened to her.
It couldn't have happened to a nicer man.

If an idea occurs to you, you suddenly think of it.
The idea had never even occurred to him before.
The thought had just occurred to him.

If you want to say what the idea is, you usually use 'it' as the subject of occur and mention the idea in a 'that'-clause or a 'to'-infinitive clause.
It occurred to him that he hadn't eaten anything since the night before.
It occurred to him to tell the colonel of the problem.
