      The use of responsible with reference to an impersonal noun (as in "The blizzard was responsible for three deaths") seems to have originated in American English sometime around the turn of the century. Its occurrence in American English is now common and entirely reputable:

      ... believe that racial discrimination was responsible —David M. Rafky, Change, October 1971
      Some critics have argued that only a human being can be considered truly responsible—that is, answerable— and that responsible should therefore be used only of people. But that argument, which dates back to Bierce 1909, is now rarely heard in the U.S. The use of responsible with an impersonal subject is still occasionally criticized by British commentators (such as Sellers 1975), and doubtless there are still some American purists who regard it with disapproval, but no American commentator that we know of has found fault with it for more than thirty years.
