A number of usage books of the early 20th century, beginning with Fowler 1907, prescribed tinker at, treating tinker with as an error based on faulty analogy with tamper with. The earliest evidence of tinker with in the OED, however, is from 1658, while tinker at is not attested until the 19th century. It may be that tinker at was the usual idiom at one time, but it now occurs extremely infrequently. Our files contain only a few examples of it, the most recent of which is from 1958.
He began to tinker at the wound in rather a clumsy way —Stephen Crane, The Red Badge of Courage, 1895
