Quite a few handbooks, beginning at least as far back as Fowler 1926, point out that the adverb in followed by the preposition to is not to be confused with the preposition into. The matter is probably not one of real mental confusion but of inadvertence or carelessness; it seems most likely to occur where in idiomatically belongs to the preceding verb and to goes with a human object. Turn is a verb often chosen for illustration, because turn something in carries the notion of handing over and contrasts strikingly with the "transform, change" sense of turn which is idiomatically used with into. Thus, we find in the handbooks more than one illustrative instance of "suspects turned themselves into police."
