In current English, council generally stands for some sort of deliberative or administrative body, while counsel is used for advice or for a lawyer and as a verb meaning "to advise" or "to consult." Consul in modern use refers to a diplomatic official. Our evidence shows that the chief confusion likely to be encountered is the substitution of council—the more common word—for one of the three main uses of counsel.
