这两个短语动词几乎同义，都作“去过”或“到过”讲，但在用法上有这样一个讲究： have been to 只能用于第一和第三人称，不能用于第二人称； have gone to 只能用于第三人称，不能用于第一和第二人称，除非是加饰了 often 这个副词。
比较：
“ Where have you been? ”—“ I have been to Shanghai. ”“你去那儿啦？”——“我去上海了。”（用于第一人称）
Where is your sister? —“ She has gone to Shanghai. ”“你妹妹在哪儿？”——“她已去上海了。”（用于第三人称）
Prof White has gone to Paris. 威特教授已去巴黎了。（只能用于第三人称）
I/You have often gone to Paris. 我（你）曾多次去过巴黎。（加饰了 often ，就可以用于第一或第二人称）
