When you bring up a child, you look after it until it is grown up, and you try to give it particular beliefs and attitudes.
Tony was brought up strictly.
The great majority of them have been brought up in working-class homes.

You can use adverbs such as 'well' or 'badly' in front of brought up. If you say that a young person is well brought up, you mean that their behaviour shows that they were taught how to behave properly when they were a child.
She's a nicely brought up girl, anyone can see that.
She was a good, properly brought up young woman.


'raise'


In American English, raise can be used to mean 'bring up'.
Henry and his wife May have raised ten children.
Paul came to America when he was two years old and was raised as a ranch kid in Oregon.

Note that Americans do not say that someone is 'well raised'.


'educate'


Do not confuse bring up or raise with educate. To educate a child means to teach it various subjects, usually at school.
Many more schools are needed to educate the young.
He was sent home as being impossible to educate.
