      This common phrase is sometimes criticized, chiefly on the assumption that exact is being misused in it as an adverb. It is, of course, possible to interpret exact as an adverb in exact same (much like very in very same), but we feel that it is better regarded as an adjective being used with another adjective for emphasis. One reason for such an interpretation is that exact has no other adverbial use in modern English. Perhaps a better reason (at least, a more convincing one) is that the two words of the phrase are sometimes transposed ("the same exact thing"), and such interchangeability strongly suggests that both of them are functioning as adjectives. Other adjectives are also occasionally used to give added emphasis to same:
      ... the pure snap-shot illustrates the same identical method of leading —Bob Nichols, Skeet and How to Shoot It, 1947
      In any case, the part of speech of exact in exact same is of secondary importance. The primary question is whether the phrase is used by educated speakers and writers, and the answer to that question is yes:

      Its use is especially common in speech.
