      When used to mean "established, founded" and when followed by a preposition, based is most often used with on:

      Less often, based is used with upon:

      And least often, it is used with in:

      Based, when used to mean "stationed or located at a base," is most often followed by the prepositions at or in: "a fleet based at the island," "She was based in California."
      From 1781 to 1788 he was based in Leeds, touring in other north country towns —George Metcalfe, Country Quest (Wrexham, Wales), June 1974
      ... a couple of young Australian lawyers who were based at the hotel —David Butwin, Saturday Rev., 13 Nov. 1971
      Use of this sense with the preposition on is chiefly British:

      Only occasionally is on found in American usage:

      Over may also be seen occasionally in special contexts:
