这两个短语动词同义，都作“放弃”讲，只是 give up 所表示的决心要比 give over 强烈得多。
例如：
Harry has given over his attempt this time, but he mayrenew it at another time. 这一次哈利放弃了尝试，说不定下次又干起来。（决心并不是那么大）
We have already given up all hope of high-pitched song of “ detente ”我们对于“缓和”的高调已不抱什么希望了。
