From the evidence in the Merriam-Webster files, it appears dissent with is not found in 20th-century writing. The OED records it, but labels the use of with obsolete and shows only a 1710 quotation from Addison. The OED and our files agree that dissent from is the usual combination: • All who dissent from its orthodox doctrines are scoundrels —H. L.
