      Fowler 1926 observes a distinction in the meanings of these words, and a few later commentators have followed suit. The distinction has been variously stated, but the basic idea is that triumphal should be used with the meaning "ceremonially celebrating or commemorating a victory," as in "a triumphal procession" and "a triumphal arch," and that triumphant should be used in all other cases, as with the meanings "having triumphed" ("a triumphant army"), "rejoicing for victory" ("a triumphant shout"), and "notably successful" ("a triumphant performance"). By and large, that is exactly how triumphal and triumphant are in fact used, except that triumphal occasionally occurs when triumphant might be expected:

      ... during the Toronto Symphony's triumphal visit to London —Current Biography, February 1968
      Such usage was first recorded in 1513, but it seems never to have been common. Triumphant was also used as a synonym for triumphal in previous centuries:
      ... captives bound to a triumphant car —Shakespeare, Henry VI, 1592
      But that sense of triumphant is now archaic.
