 1. Both instil and instill are used, but the double i spelling occurs more frequently. The single i spelling seems to be favored by the British, but it occurs also in American English use. The matter of determining spelling preference is made more difficult by the fact that when inflecting the verb, British English automatically doubles the i, giving instilled, instilling. 2. When instil or instill is used with a preposition, it is most often in:

      School teachers, anxious to instil a love of the outdoors in young folk —Scots Mag., July 1958

      Less frequently, but still quite often, the preposition into is used:

      Some language critics are adamant against the use of instil, instill with the preposition with, as in "to instill something or someone with" (a similar point may be found at infuse). This use has been around for a long time; the OED enters it, but labels it rare and shows a quotation from Milton, 1644. Instill with has survived into contemporary writing, but occurs only occasionally:
      ... instilling everybody who meets him with renewed confidence and equanimity —Bennett Cerf, Saturday Rev., 26 May 1951
      ... it was the Chinese who instilled them with principles of national communism —Times Literary Supp., 13 May 1965
      Instil and instill have also been used, although infrequently, with among, through, or within:
