      Fowler 1926 first took note of the peculiar use of tribute meaning "a proof of or "a testament to" that occurs in the phrase a tribute to:

      The building was a considerable tribute to human ingenuity —John Cheever, The Wapshot Chronicle, 1957
      That which is being proved or demonstrated is usually praiseworthy, but not necessarily:
      The chorus girls, hand-picked by Busby Berkeley, are a tribute to his apparently failing eyesight —John Simon, New York, 15 Feb. 1971
      Fowler was critical of this use of tribute. His opinion was more or less repeated by Edmund Wilson in The Bit Between My Teeth ( 1963), but this is not a popular issue among modern commentators; almost all of them ignore it entirely. Current dictionaries that cover this use of tribute treat it as standard.
