      The OED treats with a view of (for which the earliest evidence is from 1723), with a view to (1728), and with the view of (1827) as standard phrases. Fowler's preference in 1926 was for with a view to, although he also found with the view of acceptable. He considered with a view of to be a mistake, but it is not clear why he thought so. ( With a view toward is not mentioned in the OED or in Fowler.)
      Some later commentators have followed Fowler's lead in prescribing against with a view of, but this is not an issue that stirs deep feelings. One reason for the lack of vehemence in this case may be that, as our evidence shows, the favored phrase (with a view to) is also the one most commonly used. The other phrases should not be sneered at, however; although uncommon, they are standard variants with a long history of use.
      Fowler also disliked the use of the infinitive following with a view to, as in "with a view to preserve" rather than "... to preserving" or "... to preservation." His opinion may have had some effect in this case; although the OED includes several earlier citations for this use, our files contain not a single 20th-century example of it.
