【答】 在美国英语中，committee的谓语动词一般要使用单数，因而要使用单数代词it，its，which来指committee这样的集体名词：The committee has completed its report.按照出题者的意图，上道考题的they(C)应改为it。但是，这只是语言纯正主义者的观点。事实上，使用复数代词来指单数集体名词，即使在美国英语中，也已被人们所接受。例如，R.Quirk等人就曾指出：“如同在英国英语中那样，在美国英语中复数代词常常用来指单数集体名词”：

The committee has not yet decided how they should react to the Governor’s letter. (CGEL，§10. 36)
