      The use of these adjectives in British English has undergone an interesting development in recent decades. H. W. Fowler described emotive as a "superfluous word" in 1926, feeling that it served no purpose not better served by emotional. In his 1965 revision of Fowler's Modern English Usage, however, Sir Ernest Gowers noted that emotive had come to be used in a distinct way and had become the preferred choice in the sense "appealing to the emotions; evoking an emotional response," as in "an emotive speech" or "an emotive political issue." Gowers' observation is confirmed by our recent evidence from British sources:
      The decision had been taken because executions were an emotive issue —The Age (Melbourne), 23 Apr. 1975
      ... an emotive and currently much discussed topic —Ann Oakley, British Book News, June 1979
      ... it was reflected in the calm treatment of an emotive issue: euthanasia —The Economist, 30 Aug. 1985
      Emotive is now so well established in this use among the British that one recent commentator, Phythian 1979, warns against confusion of emotional and emotive, by which he apparently means the use of emotional to mean "appealing to or evoking emotions." Such usage is in fact perfectly reputable, as H. W. Fowler could have told him. It is especially so in American English:
