【答】 当suggest作“建议”解时，that从句里谓语动词应当使用should+动词不定式或者现在时虚拟式。但是，当suggest作“认为”、“指出”、“有……含义”解时，that从句里的谓语动词应当采用陈述语气：

1. She suggested that I am responsible for the arrangements.

她认为我是负责作安排的。

2. I'd like to suggest that it was the wrong place. (Snow)

我认为这个地方不对。

3. I'm not suggesting that the accident was your fault. (EED)

我不认为这次事故是你的过错。

4. It would be foolish to suggest that everyone in Britain is rich. (EED)
